Recently, the Ministry of Ecology and Environment and the State Administration of Market Supervision and Administration jointly issued the "Water Pollutant Discharge Standard for Textile Industry" (GB 4287-2026).
The textile industry is a traditional pillar industry with profound historical background and supporting the national economy and people's livelihood. The industry has the characteristics of long production process chain, complex product categories, large total discharge of water pollutants, high difficulty in sewage treatment, and the proportion of indirect discharge is as high as 93%. There are about 149000 textile enterprises in the country, of which small and medium-sized enterprises account for 86%. Corporate governance capabilities are uneven, and it is necessary to further strengthen the supervision of the industry's water environment.
In order to solve the problems that the current pollutant discharge standards in the textile industry do not cover the whole industry, indirect discharge lacks differentiated control paths, control indexes lack comprehensive toxicity indexes, and benchmark displacement regulations are relatively general, we have integrated the discharge standards of textile dyeing and finishing, silk reeling, wool spinning and hemp spinning, and formulated the "Water Pollutant Discharge Standard for Textile Industry" (GB 4287-2026). Focus on optimizing the standard from the following four aspects: First, broaden the scope of application of the standard, adding chemical fiber weaving, industrial textile products and other industries to achieve full coverage of the textile industry. The second is to strengthen environmental risk prevention and control, for dyeing and finishing sewage and textile industrial sewage centralized treatment facilities effluent, new zebrafish egg acute toxicity as a comprehensive toxicity control index, collaborative physical and chemical indicators to achieve dual control, precise strengthening of water ecological protection. The third is to promote the coordination of pollution reduction and carbon reduction, optimize and improve the indirect emission control requirements, promote the separation of textile industry sewage and domestic sewage from the source, and guide enterprises to return to the city and enter the park; Distinguish the indirect discharge of sewage to formulate differentiated control requirements, promote the park system management, collaborative pollution reduction and carbon reduction. The fourth is to refine the benchmark displacement, optimize and improve the benchmark displacement per unit product, and improve the level of fine control of the standard.
While comprehensively controlling the discharge of water pollutants in the industry, promoting pollution reduction and preventing environmental risks, the standard actively guides and promotes the optimization of industrial scale and layout, and the coordinated management of pollution reduction and carbon reduction, which is of positive significance to promote the green and high-quality development of the textile industry.
