In order to fully reflect the progress and effectiveness of my country's adaptation to climate change in 2025, continue to vigorously promote climate change adaptation actions, and share China's practice and experience, on June 17, at the home event of the 2026 "National Low Carbon Day", the Ministry of Ecology and Environment Released
Progress Report on China's Adaptation to Climate Change (2025)。
The "Report" pointed out that in 2025, the global average temperature near the surface will increase by about 1.43°C compared with the pre-industrial level, and 0.55°C higher than the normal value. The trend of climate warming will continue. China's average temperature of 10.9 ℃, and 2024 tied for the highest in history. Regional and periodic high temperature heat waves occur frequently, and extreme precipitation is prominent, which has a significant impact on natural ecosystems and economic and social systems. It is necessary to accelerate the improvement of the ability to adapt to climate change and effectively resolve systemic climate risks.
The report summarizes the overall situation of climate change in China in 2025, and systematically combs the key work and effectiveness of climate change adaptation in various regions and departments from five aspects: climate change monitoring and early warning and risk management, natural ecosystem, economic and social system, regional pattern and guarantee mechanism construction. In the next step, the Ministry of Ecology and Environment will anchor the overall goal of basically building a climate-adaptive society in 2035, implement the decisions and deployments of the Party Central Committee and the State Council, and follow the Third and Fourth Plenary Sessions of the 20th Central Committee of the Party and the "15th Five-Year Plan" "The relevant requirements of the Outline, accelerate the improvement of the work system for adapting to climate change, and improve the whole chain work process of" observation-evaluation-action-feedback-promotion, we will continue to improve our ability to prevent major climate-related risks and disasters, and make new contributions to building a beautiful China where man and nature live in harmony and promoting global climate governance.
